Frode and I have tracked down the problem on IRC to an old package called "python2.4-iconvcodec". This package is no longer in the repository. Having it installed causes Python's "site" module to fail when Python is embedded in another applications, such as kde-system- settings or kcmshell. The solution is to remove this package.
