The inability to switch from initial US default to User may be connected to the feature that the user preference flag can not be set. On the system - preferences - keyboard - [layouts] tab - although any loaded keyboard type can be selected (say for deletion) The radio button <default>indicator can not be selected to indicate the user's choice is activated as default.
On mine, although editing the /etc/X11/xorg.conf has worked, and the machine now selects my Spanish keyboard on start-up, I would have to edit this xorg.conf file again to set the default to something else.
