Public bug reported:

I don't want to load ssh-agent at X session startup, but
/etc/X11/Xsession.d/90x11-common_ssh-agent does it anyway.  The normal
way to disable this appears to be commenting out the use-ssh-agent line
in Xsession.options, but that affects all users.  I would like a per-
user control for this, so some users can use alternative ssh agents like
gnome-keyring-daemon.
