I followed the procedure outlined on https://help.ubuntu.com/community/HardyUpgrades/Kubuntu for online upgrading. I am not certain what the name of the invoked package is. Adept Manager invokes it. The window shown in step 9 of that page shows the window that is active until the phone line flakes out. In my case, this step takes about a week, which would be a rather large cup of coffee. This appears to be "normal operation" for the upgrade installer. In other words, it is apparently supposed to abort when the phone disconnects. You could duplicate the sequence of events on any machine that is not upgraded to 8.04. Just follow the instructions on that page until you reach step 9, then disconnect from the Net some how. The upgrade installer will probably abort for you as well. I will add these details to the bug report page.
