I'm experiencing the same issue. However, I didn't have this same problem under Gutsy 32-bit. I'm now running Hardy 64-bit, and have noticed my ripping speeds drop from about 12-14x down to about 5x or so. Here's the hdparm output info:

It's not a showstopper but, but it is unfortunate.
