'sudo apt-get install xulrunner' made this go away with nothing else required. Indeed, it does seem as though xulrunner is a requirement for the phpeclipse plugin... I think I had this happening due to an update with firefox that I made, and trying to run FF2 and 3 simultaneously, but still, this is clearly what fixed it...
