I came across the 'Power Manager unchecked' problem as well. Given that responses seem to suggest that this is the cause for most people, I suggest that this bug be about that problem, and if someone has a different cause, file a separate bug.
That said, aside from whether the quit dialoge should even have a gnome- power-manager, it should NOT be possible to disable the power manager service if it is 'essential' as a dependency of the quit dialogue.
