I have the same problem with a Compaq Presario c700.  cat
/proc/acpi/thermal_zone/TZ01/temperature returns 0C, and the fans don't
turn on.  Restarting acpid had no effect; same with unloading/reloading
the 'thermal' module.  The only thing that seems to work is a
hibernate/resume cycle once it's warmed up, or a full reboot, though I
believe the reboot can be at any temperature (I haven't tested that
specifically yet).
