http://bazaar.launchpad.net/~ubuntu-core-dev/base-installer/hardy- updates/revision/328 fixes this for the alternate CD too (tested by manually modifying /usr/lib/base-installer/library.sh in a running installer); I'd missed out a few special cases for CD installs in base- installer. This didn't affect the desktop CD because ubiquity necessarily has its own special handling of apt-setup/restricted.
