Hello,

This is really a bug. If there is special character in the ESSID, the
network will not be displayed in the network manager. In my case, it's
the character "é" that is not recognized. I have tried the fix proposed
by 刘其帅  and it seems to work (adding exporting LANG at the beginning of
the /etc/dbus-1/event.d/25NetworkManager script). With this fix, I can
see the ESSID in nm-applet properly.

Now I can see the network but I can't connect to it. I don't know if
it's related to the network manager or if it's a problem with the
router. I need to investigate a little more.
