This is also the case with Ubuntu Hardy! Using strace it turns out that xfig is using lp instead of lpr so that if the environment variables LPDEST or PRINTER have been set a wrong print command is created (mixture of lp with BSD lpr options), in this example the queue 'x1' is preselected via LPDEST/PRINTER:
