' c is a rather unusual mapping. According to /usr/share/X11/locale/pt_BR.UTF-8/Compose, ' c produces ç but Compose ' c produces ć (yes, I know that isn't a Portuguese character, but neither are most of the characters in the compose mapping). In most other UTF-8 compose mappings (/usr/share/X11/locale/en_US.UTF-8/Compose), ' c and Compose ' c both produce ć.
In any case, at present console-setup doesn't translate the UTF-8 compose files, which might be related to this.
