I was able to recreate this issue in gimp 2.4.5 in ubuntu hardy heron. Altough the english help files were automatically installed when I installed heron. I had to uninstall it to see that it in fact doesn't suggest you a way to install it from there.
I also think it is an accessibility issue but not a bug since it doesnt cause the application to crash or to do something unexpected.
