I had the same problem after I installed Hardy via debootstrap. I solved the problem by reinstalling the policy package and purging the old config:
# aptitude purge policykit # apt-get install ubuntu-desktop HTH, Simon -- [users-admin] Unlock -> "Could not authenticate.
