Binary package hint: build-essential

I am using Xubuntu 8.04

The package build-essentials requires linux-libc-dev_2.6.24-17.31_i386.deb
but it cannot be found. There are  linux-libc-dev_2.6.24-16 and 
linux-libc-dev_2.6.24-18,
but there is no linux-libc-dev_2.6.24-17...

sudo apt-cache policy build-essential:
