I have also been experiencing this bug with both b5 and rc1, but I had only noticed it with certain image pages on Wikipedia. I can confirm that the same issue happens for me too on 4chan.
It can be reproduced most easily by scrolling down the page with the mouse wheel. It's usually the license boxes that show up the problem. You can also switch tabs and see that the page does not refresh at all (it looks like the previous tab). Maximising / restoring / sidebars sometimes show up the issue as well.
