Did a little further research.

I was able to get the system back on the correct time by the following:

1.  Temporarily turn off automatic ntp updates.  
2.  This enabled the "Synchronize Now" button on the GUI.  The correct time 
then appeared.  Since I had "Show UTC" checked in the preferences the system 
now displayed the CORRECT UTC time.
3. Uncheck "Show UTC".  The GUI now displayed the CORRECT Local time.
4. Turn automatic ntp updates back on.

It remains to be seen whether this correctly holds the time now, but it
seems like it should.  The command line date command now also shows the
correct time.

I suppose it's still a bug that this workaround is required.
