It seems like you have the hardy-proposed repository enabled (which is
for testing purposes, not for production) and you have forced
installation of the packages that were hold back due to missing l10n-
packages which are not yet build.

As you said, it told you that upgrading the packages that are hold back
will remove others. So there is, at least in my opinion, no bug.
