Chris, you understood the bug report the opposite way. Indeed making Ubuntu the best it can be does not require a majority market share: the bug report suggest that a majority market share for Ubuntu requires it to be the best it can be.
IMHO, this alone won't fix the bug because if you buy a laptop to install Ubuntu, it is likely to be pre-installed with Windows, so Windows market share is unchanged.
