Thanks for the tip - I've found which the steps to reproduce:  it
appears to be "glipper", a gnome clipboard manager.  Disabling
"clipboard manager" eliminates the problem; re-enabling it revives the
problem.  This works consistently on two different machines I've tried.

Not sure who's responsible for that - glipper or gnome-panel.  If it is
glipper, this bug can be closed, and I'll file it over there.
