i have the same problem with ldap authentication on kubuntu 8.04 desktop adm64 
i had the same ldap.conf configuration made on kubuntu 7.10 working good.
My ldap authentication works with ssl/tls below my ldap.conf

Working well on Kubuntu 7.10, the same configuration after I copied the
ssl directory under /etc/ssl on Kubuntu 8.04, it worked with this only
after i commented the line in ldap.conf

when i doing id username it's ok
for query id and login

but when i do

i tried installing libpam-smbpass but there was no change, i think there may be 
a problem with ssl and tls
my version of slapd OpenLDAP 2.2.13
and is configured for ssl like this
