That is the expected behavior, when you set a screenlet to be a Widget it will
only show on Widget layer.
You must first activate Widget Layer plugin in Compiz settings manager, and the
default key for showing/hiding Widget layer is F9.
If you want to show screenlet on every desktop use the Sticky option, not
Widget.
