Hi I got same problem, I use Ubuntu for two years but this problem appeared only after last upgrade to 8.04. Before I have never needed to configure keyboard. Now even when I set it in System -> Preferences -> Keyboard exact model and wanted layout (GB), it does not change it, also it does not even shows preview of layout, when I try to add layout. However when i run
$ setxkbmap gb layout is ok and when I go into System -> Preferences -> Keyboard and click on Add it now shows layouts.
