I've encountered the same bug recently, although in Ubuntu 8.04. The problem with this bug is that it isn't any obvious steps to follow to reproduce it, as it appears to be entirely random.
Nautilus acts really weird when this bug occurs, creating a new folder will let you see that folder (and only that folder). Pressing reload shows a blank window again. I was able to get the tree view in the side pane to show a form of weird directory listing for my home folder (showing only the default Ubuntu folders (Documents, Music etc.) and the newly created folders) by creating a new folder, pressing the up button to go to /home, and then contracting and expanding the Home Folder entry in the tree view.
