Hmmm....  But isn't it possible for package uploaders to be notified if
their uploads make other packages uninstallable?

It looks like, in this case, the bug is actually in every package that
depends on libffi4, which is going away.  It is anybody's job to file
bugs in this case?  Should I file "update dependencies to libffi5" bugs
on all these packages?
