I have the same problem.  I tried installing firefox-gnome-support and
its dependencies. It looked like a dubious fix for xubuntu, because the
deb description claims it "allows it to use protocol handlers from
Gnome-VFS" but I thought xfce didn't have or use gnome vfs.  Anyway,
that populated the applications list in firefox's preferences, but it
didn't fix the problem.  For example, my action for "zip archive" is set
to "always ask", but clicking a zip archive does not ask me what app to
launch; it only gives me a "save file" button, which is the same
behavior as before I installed firefox-gnome-support.
