I have an HP 6910p Laptop. This has the same issue. I had major Wireless
issues and Hibernate issues (well documented in another bug) with the
previous version of Ubuntu. When I upgraded to Hardy last week the
wireless and Hibernate issues went away, however no the machine will not
shutdown or restart.

The screen will go black, the HDD stops flashing and it will just sit
there. No matter how long I wait. I have to press the power button to
get the laptop off.

shutdown -h no works as reported.
