I have also tried to restart hal (sudo /etc/dbus-1/event.d/20hal
restart), but no success.

It is also the fact that /proc/acpi/battery/*/* does not report any
change in battery state either, so I suspect this bug may be also kernel
issue (unless acpi-support is not doing something it should, like
reloading battery module or similar). See output of cat
/proc/acpi/battery/*/* in couple of minutes (no change).
