In my case, this is apparently because HP broke SpeedStep in their F.05
rev of the NC6400 bios (reference:
http://bugzilla.kernel.org/show_bug.cgi?id=7157). I can't revert to the
F.03 rev, because it doesn't support my CPU (T7200). However, there's
nothing that Ubuntu can do about this: HP has to release a new bios rev
to re-enable SpeedStep.

I don't know if this explanation applies to the original submitter, but
it's worth checking to see if SpeedStep works in Windows XP. On my
broken-bios setup, Control Panel > Power Options shows no SpeedStep tab.
To me, this proves that the issue is in the bios, not in the OS. If that
isn't the case for the original poster, I apologize for the distraction.
