This bug is still a problem for me; it makes the system monitor useless/unusable, and instead I have to run "top" in a terminal if I want to monitor CPU usage.
I have dual-core processors, which seems to be the case with a lot of the people reporting this bug. (Now, I don't know if that's because a large fraction of people using Ubuntu have dual-core processors to begin with, or if dual processors actually cause the problem.
