Note: some common scripts use timestamping in combination with -O. That has never worked, and was made an error in 1.11; however, since this can potentially introduce brokenness to poorly-written system scripts (or, some scripts could conceivably break on users' .wgetrc files), it has been downgraded to a warning, rather than an error.
