Bugzilla does have votes and even if the vote is all I can contribute at a given skill level it feels nice that I can give input in the problem. If one happens to subscribe to a popular bug, that as far as I know is the way to "vote" as of now, it gets "spammy" real soon with all the "me toos" and it is a bit of an annoyance. To curtail "abuses" the number of votes could be limited to say 50 or 100 vote points that they could move around between a number of bugs; that way any given user would be also able to prioritize on the bugs that impact them. I think this one should be confirmed.
