I have never observed this behaviour on my 32-bit hardy desktop (AMD Athlon, nvidia FX 5200). My notebook (nvidia 6150), which is affected, is running 64-bit hardy (even with latest nvidia-beta 173 driver).
Also nvidia-settings on desktop doesn't show "Thermal Monitor" whereas on the notebook shows a "Thermal Monitor" timer.
