I'm not convinced this is a Ubuntu bug.  I'm running ubuntu 7.10 at
home, and I have no issue with flash player or pandora.  I can upgrade
flash player it later and see if things break.  If that does not break
it I can dist upgrade to 8.04.

I have a laptop running fedora core 8 for work(Yes, I know I don't like
it.) with firefox 2, and flash 9.0.124 with this exact problem.  So far
the only things in common between our two bug reports are flash and
pandora.

Not sure if that helps, but I would suggest that flash 9 is the issue,
not the ubuntu implementation of the package.
