This works for me. I create a new project, add an instrument and open Instrument Connections (now called Recording Inputs). I select USB Audio input 0, and click close. Now I can hit record and it properly records sound from my Logitech USB Headset.
If your USB device is not showing up in the menu, it might be an alsa bug. I suggest trying it in another program such as Ekiga Softphone. In Ekiga I go Edit->Preferences->Devices->Audio Devices and in the menu labelled "Output device" I see an option called "Logitech USB Headset".
