Confirmed on fresh amd64 hardy install with all updates on Dell D820 with external USB Dell keyboard. Note: home directory restored from a previous Feisty installation on this same laptop. Turning off via CTRL+SHIFT+NUM LOCK or via GUI as described by James, solves the problem. Seems strange that this setting is on by default somehow or gets messed up by older gconf-settings?
