Since the actual Hardy release, I no longer get an error message, but
the layout still does not set correctly.

Layout: United Kingdom
Variant: Default

I set the layout to this ^, and all appears fine, but when typing, some
keys produce the wrong character, as if it were the US layout. I tried
logging out and in again, but this made no difference.

Please see the attached screenshot. The keyboard layout is selected as
United Kingdom, but in the test text box, I typed "\@ (double quote,
backslash, at) but it appears as @|" (at, pipe, double quote).

Also, this was done using a live CD. On my system which I upgraded from
Gutsy, I do not have a problem.
