I installed and checked Hardy Heron release level on Ubuntu, Kubuntu, and Xubuntu. This problem still occurs on all three, just like it was documented at the top of the bug.
During boot, the network is activated, then the Network Manager programmer (debian?) decides the ethernet adapter won't work and disables it, without checking to see that it is already running O.K. Manual intervention such as sudo dhclient gets the ethernet adapter up and running just fine, Network Manager still says "no connection" - without even bothering to check that it is connected. Ubuntu code as in Edgy and Dapper run fine on this pc, so there exists ubuntu code which would work properly.
