Can you try booting with the following kernel option and report findings here?
1/ acpi=off Thanks. Passing to Ubuntu-Kernel-Team for further look. While this maybe BIOS or acpi problem it is odd that a CPU freq. of 10GHz is reported. Can't see where this is coming from.
