Passing to Ubuntu-Kernel-Team for further look. 
While this maybe BIOS or acpi problem it is odd that a CPU freq. of 10GHz is 
reported. Can't see where this is coming from. As stated above it may be 
confusion as a result of "max speed" less than "current speed" (see dmidecode 
result).
