I confirm this bug. Window drawing is sluggish with either metacity or compiz.
It might be a GTK issue. Simple non-GTK windows (emacs, xterm) draw very quickly, while simple GTK windows (calculator, appearance manager) draw slowly. Evolution draws very slowly (1 second to unmaximize).
