1. At the "Migrate documents and settings" step of the installer, do not choose
to migrate anything.
2. Advance to the "Ready to install" step.
The summary text contains the words "Migration Assistant:" followed by
three empty lines.
It should say something like "Account migration: None", followed by one
empty line.
