Please try running
$ /etc/init.d/vz status
It should say: OpenVZ is running...

However I'm assuming that in your case it did not start for some reason. If 
that's the case start it.
$ /etc/init.d/vz start

If there's an error while starting post the result here.

When OpenVZ is running the following modules are loaded into the kernel:
vzethdev, vznetdev, vzdquota, vzmon, vzdev

The /dev/vzctl is created by the init script and you don't need to
create it manually.
