After a few tries, it appears that everything except suspending after closing the lid is working. The on/off button and the Suspend from the Quit menu entry appear to be working fine now.
I did a recursive reset of gpm config values, changing only three settings to my preferred values (shutting the lid suspends when on AC and on battery, and don't dim the screen when idle and on battery). There must be something special happening (or not happening) when I close the lid, compared to hitting the "Sleep" button.
