A little more analysis, from the person who led me to try DOUBLE_CONSOLE_SWITCH:
"If you have custom xorg.conf rules for your input devices and don't just use /dev/mice (and the kbd equivalent), then if you unplug one of the devices, and then re-plug it, xorg will still be trying to use the open file-pointer from the dead device. Normally, you'd have to restart X to get it back." "BUT, chvt 1, chvt 7 seems to make X re-initialise all its hardware.
