Thank you for taking the time to report this bug and helping to make
Ubuntu better.
However this is not really a bug. To get the behavior you're expecting,
in the "window list preferences" dialog (right click on window list
applet in the panel), under section "Restoring minimized windows" select
"Restore to native workspace"
Feel free to continue to report any other bugs you may find.
