It looks like this is due to an incorrect dbus policy in /etc/dbus-1/system.d/nm-vpn-service.conf. In the policy installed by network-manager-vpnc 0.6.4svn2422-0ubuntu5, only root is allowed to interact with vpnc. By applying the attached patch, this is opened up to anyone at the console, which should be the desired behavior. Once I did this, everything worked fine for me.
I do still see the errors noted by Steffen about the unknown configuration directives in stdin, but these do not seem to affect functionality.
