Basically, this is a problem in the way we handle language packs and how KDE ship translations...
Kdevelop is in universe, and thus, we cannot handle its translations in Launchpad. Kdevelop translations come from kde-i18n-* packages which sources are in main and thus, we strip the files out so KDE uses the ones coming from Launchpad as part of language packs, but given that Kdevelop is in universe, those files are lost. The proper solution for this is to push https://blueprints.launchpad.net/ubuntu/+spec/language-packs-for- universe spec forward.
