Can you run "ls -l /usr/lib/cups/backend/lpd"? It most have the following results:

Then CUPS knows that the backend must be run as root (otherwise it runs the backends as the special user "lp"). The lpd backend has to be run as root, as otherwise it cannot communicate through the reserved LPD port 515.
