Will this be fixed in future versions of wine and/or the kernel?

The comments on this setting in sysctl.conf is:
# protect bottom 64k of memory from mmap to prevent NULL-dereference
# attacks against potential future kernel security vulnerabilities.
# (Added in kernel 2.6.23.)
vm.mmap_min_addr = 65536

... and I kinda like protections against "future kernel security
vulnerabilities", for whatever impact it may or may not have on my
system's security.
