I don't think it's a bug with Nautilus as such. If you go to System->Preferences->Main Menu, and look under Graphics, you'll see that there are actually 3 F-Spot applications installed. One is just a viewer and not the full F-Spot.
So these are actually different applications even though they have the same name. I'll mark it as an F-Spot bug and see what the powers there think.
